OVERVIEW: The CIS will be primarily responsible for the implementation, optimization and smooth operation of the EHR and related Health Information Systems.

POSITION SUMMARY: The CIS is responsible for providing daily support to Health Department staff with regards to the department’s Health Information Systems. The CIS will serve as a specialist/integrator in the implementation and ongoing support of multi-service clinical software applications. This position will be responsible as the coordinator for deploying upgrades and enhancements to Health Information Systems in specified clinical locations, consulting with the clinical departments in customizing software and altering workflow processes in the daily operation of the electronic health record and related systems. The CIS also coordinates with the Information Technology (IT) Director and IT staff with responsibility for a broad range of activities surrounding the implementation and maintenance of information technology and equipment. The CIS will report directly to the Health Services Director.

RESPONSIBILITIES AND DUTIES:

  1. Responsible for the implementation and support of multi-service software packages that automate the capture of clinical encounter information and its subsequent retrieval.
  2. The CIS manages the customization of the site parameters and addresses integration issues between software packages.
  3. Assists in the implementation of new health information management software products obtained by the facility.
  4. Analyzes, evaluates and improves processes related to information flow.
  5. Serves as liaison between IT, Health Director, Program Managers, Medical Director, Tribal Operations Officer and CEO concerning these processes.
  6. Serves on internal and external teams, wherever and whenever management determines the skills and talents of the incumbent would be best utilized including but not limited to, Olympic Communities of Health, Pulling Together for Wellness and the Quality Improvement committees.
  7. Acquires a comprehensive knowledge of the Health Department’s software to determine whether system related issues are procedural versus system/application deficiencies and facilitate resolution of these issues.
  8. Maintains “Super User” status in clinical applications by attending required trainings and user group functions.
  9. Regularly audits systems for unauthorized use.
  10. Develops and provides role based training to Health Department staff on software applications and new features, ensures training is scheduled for new users and assists staff in the efficient use of the software.
  11. Emphasizes and audits on the necessity of timely and accurate data entry/charting, and the privacy and security of data.
  12. Coordinates training classes with the IT department staff and serves as backup for basic IT training.
  13. Coordinates efforts to correct deficiencies and errors that occur in the electronic record.
  14. Coordinates with IT staff to implement integrated software packages, resolve conflicts, provide secondary support on departmental software, and insure smooth operations in areas where systems are integrated with other Tribal departments.
  15. Will work with other departments in the successful submission of all reporting requirements such as Government Performance and Results Act (GPRA), Uniform Data System (UDS) reporting and any other contract/grant reporting requirements as assigned.
  16. Works with programmers in local testing of software, identifying software problems and requesting enhancements.
  17. Coordinates resources with contractors, IHS and other identified vendors.
  18. Logs all problems, referring those requiring a higher level of technical support to the appropriate vendor, person or team.
  19. Establishes effective interpersonal relationships with all levels of LEKT personnel.
  20. Promotes an atmosphere that encourages enthusiasm and user participation in clinical computing.
  21. Creates an environment supportive of reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality.
  22. Develops and implements configuration management plans for each specific program as required. Coordinate with appropriate parties all audits of the EHR.
  23. Performs other work related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of and skill in applying Information Technology concepts, principles, methods, and practices to manage and troubleshoot clinical applications programs.
  2. Knowledge of quality assurance and/or performance improvement concepts, principles, and operating principles as they relate to an IHS facility. Demonstrable skill in applying this knowledge to the planning and implementation of automated work flows and software developments, especially within an Electronic Health Record.
  3. Ability to apply analytical skills and utilize computer applications to process data from numerous and complex databases into usable information.
  4. High level of professionalism.
  5. Demonstrated ability to communicate effectively with peers and superiors, to speak in front of groups and to communicate in writing policies, procedures, memoranda and training materials. Ability to operate and communicate effectively while under pressure is essential.
  6. Extensive knowledge of a broad range of patient care activities; working knowledge of the clinical environment and how different services interact.
  7. Ability to work under minimal supervision while meeting all requirements of the position.
  8. Ability to work with confidential material without betraying the trust of clients, their families, and the agency.
  9. Ability to work cooperatively with co-workers, other Tribal departments and external partners.
  10. Must demonstrate strong emotional intelligence and interpersonal skills.
  11. Knowledge of Resource Patient Management System (RPMS) preferred.
  12. Knowledge and ability to operate computers and Microsoft Office package, (database, word processing and spreadsheet software) required.
  13. Ability to organize and prioritize tasks.
  14. Ability to function as a member of the health care team.

QUALIFICATIONS AND EXPERIENCE:

  1. Certification/Degree in IT, Health Informatics or Healthcare fields required or a minimum of five years’ experience in a health care setting and;
  2. Two years’ experience in clinical applications support in the healthcare industry.
  3. Experience serving as a liaison between groups or departments within an organization.
  4. Experience in coordinating software implementation projects.
  5. Advanced computer skills including knowledge of software applications such as MS Word, EXCEL, PowerPoint, ACCESS, and in the use of the Internet and email systems.
  6. Must understand issues affecting Native American communities, as well as possess experience working with people from diverse ethnic groups and various backgrounds.
  7. Must have a valid and unrestricted Washington State driver’s license (within 30 days of hire if applicant is from out-of-state).
  8. Must pass a criminal background check.
  9. Must pass a drug and alcohol testing upon employment and random testing during the course of employment.
  10. Must have updated Immunization (IZ) record and annual Tuberculosis skin test is required.
  11. Must obtain a CPR Card within ninety (90) calendar days of employment and maintain a valid CPR card during employment.

  • Work is performed in a primary care outpatient health center environment
  • May involve field work (conferences and meetings offsite)
  • Involves extensive interpersonal contact with staff and patients
