Description: ODRG aims to secure a qualified Program Manager to lead and oversee security cooperation contracts at Wright-Patterson Air Force Base. This role requires understanding of the complex processes related to international defense partnerships, ensuring contract compliance, and coordinating with multiple stakeholders on the installation and across the security cooperation ecosystem including foreign military partners, defense contractors, and other military personnel within the Dayton, OH area and other Security Cooperation organizations across DoD.

Requirements:

Specific anticipated services performed under this core position shall include but is not limited to:

• Forecast and track project budgets and burn rates through cost sheet monitoring. Review, process and track invoices

• Develop detailed project plans to track progress, coordinating with internal teams and vendors for flawless project execution

• Develop, deliver and update contract deliverables including but not limited to project management plans, internal schedules, and other project guidance documents (knowledge management protocol, data management protocol, quality management plans, etc.)

• Serve as primary POC between the Government and the project team to ensure resources and information are available for timely project delivery

• Coordinate and manage resources, ensuring projects remain within scope, schedule, and within budget

• Brief senior leadership on program status, risks, and opportunities

• Apply knowledge of Department of Defense to provide relevant recommendations for improvements and efficiencies that enhance the learning process and create material/media to support engaging course content and retention of information.

Required Experience

• Bachelor’s degree plus three (8+) years proven program management experience leading and supervising large programs with multi—disciplined teams in support of US Government (USG) DoD or international programs

• Proficient knowledge of the Project Management Professional (PMP) processes

• Proficiency in Microsoft Project, Excel, and PowerPoint

• Experience with government contract management systems

• Knowledge of ITAR, EAR (Export Administration Regulations), and security cooperation regulations

• Understanding of DoD acquisition processes and regulations

• Significant experience working with and briefing executive-level Government personnel (Ex. GS-15 and above, SES, Flag-officer level)

• Experience leading teams in creating engaging learning activities and compelling course content across a myriad of subject matters.

• Working knowledge of authoring tools to develop and host computer-based training (CBT), and/or web-based training (WBT) (Cornerstone, Blackboard, Adobe, etc.).

• Expertise in managing the administration, configuration, integration, and troubleshooting of Learning Management Solutions (LMS).

• Experience managing large teams delivering comprehensive IT support services including programming, analysis, and support services.

• Previous military experience or work at Wright-Patterson AFB (preferred)

• Project Management Professional (PMP) certification (preferred)

Security Clearance Requirements:

• This position requires you to have an active DoD Secret Clearance . A government background investigation will be conducted on selected applicants to determine whether they qualify for access to classified information.
